Water Department

Beginning September 15, Bel Aire will transition from Stage Two drought restrictions to a permanent three-day-per-week watering schedule for outdoor irrigation systems. If drought conditions reemerge, additional measures will take effect, as outlined in the Municipal Water Conservation Plan.

Bel Aire Watering Schedule based on odd and even home address numbers

To determine your weekly watering days, simply check the last digit of your home address:

  • If your address ends in an odd number (1,3,5,7,9), you can water on Wednesday, Friday, and Sunday.
  • If your address ends in an even number (0,2,4,6,8), you can water on Tuesday, Thursday, and Saturday.
  • No watering on Mondays

To reduce water loss to evaporation and make the most of every drop, watering is not permitted between 10:00 a.m. and 6:00 p.m. Please restrict irrigation to the hours of 12:00 a.m. to 10:00 a.m., and from 6:00 p.m. to 11:59 p.m. on your designated watering days.

Well Water Users

Properties using well water or naturally fed ponds are exempt from these restrictions.

Variance Requests

Variances to the three-day per week watering schedule can be requested for the establishment of new turf seed, sod, and limited special circumstances. Hand watering and other exempt actions do not require a variance request.

Violations and Fines

The first occurrence of a violation will include education and a warning. Second violations will incur a $50 fine and any following violations will be a $100 fine for each watering violation that occurs. You are able to submit a complaint regarding potential irrigation violations to Bel Aire Code Enforcement via online form found on our website (www.belaireks.gov/FormCenter) or by calling City Hall at 316-744-2451 and following the prompt for water restrictions (press 8, then press 2) to report or respond to a watering violation.

Establishing New, or Transferring Service

For new or transferring residential service, please complete the City of Bel Aire Residential Utilities Application and pay a $50 non-refundable water connection/application fee.

For commercial or property management service, please complete the City of Bel Aire Commercial or Property Management/Landlord Utilities Application and pay a $50 non-refundable water connection/application fee if your company is new to the City of Bel Aire.

Bill Due Dates

Utility bills are due the 10th of each month, all payments received after the due date will be assessed a penalty of 5% of the balance due. If the 10th falls on a weekend or holiday, utility bills will be due by 8am the first business day following the 10th to avoid late fees.

Disconnections & Cancellations

There is a $50.00 charge to disconnect/reconnect service due to non-payment. Payment arrangements must be made and signed 24 hours prior to disconnect day or services will be disconnected.

To cancel service, fill out the disconnect form with the day you want service to end and a forwarding address. To update the information on your account, please fill out the account update form.

Residential

Residential water base rate is $36.29 per monthly billing period.

Usage tiers:

  • 0 - 2,999 gallons: $4.47 per thousand gallons
  • 3,000 - 5,999 gallons: $6.12 per thousand gallons
  • 6,000 - 11,999 gallons: $6.67 per thousand gallons
  • 12,000 - 16,999 gallons: $6.85 per thousand gallons
  • 17,000 - 24,999 gallons: $7.02 per thousand gallons
  • 25,000 gallons and over: $7.10 per thousand gallons

Non-Residential/Commercial

Non-Residential/Commercial water base rate is $52.78 per monthly billing period.

Usage tiers:

  • 0 - 2,999 gallons: $5.01 per thousand gallons
  • 3,000 - 5,999 gallons: $6.67 per thousand gallons
  • 6,000 - 11,999 gallons: $7.31 per thousand gallons
  • 12,000 - 16,999 gallons: $7.78 per thousand gallons
  • 17,000 - 24,999 gallons: $8.33 per thousand gallons
  • 25,000 gallons and over: $9.17 per thousand gallons

Sewer Rates

Residential

The residential sewer base rate is $41.65 per monthly billing period. Monthly volume $7.54 per thousand gallons of water. Sewer rates are recalculated annually in April based on the Winter Average Consumption (WAC). WAC is the average of a homeowner's three lowest water usage months from November through February. For example, if December usage is higher due to holiday guests, WAC will be averaged from November, January, and February usage. Until a Winter Average can be calculated, monthly sewer charges will fluctuate, based on your monthly water usage up to 5,000 gallons.

Non-Residential/Commercial

Non-Residential/Commercial sewer base rate is $82.31 per monthly billing period. Monthly volume $9.88 per thousand gallons of water.

Stormwater Management Fee

This fee go towards maintaining and replacing stormwater items in the City such as:
  • culverts - pipes used to allow water to flow under a road, railroad, etc.
  • curbs - directs excess rain and ground water to designated drains
  • storm drains - drains excess rain and ground water from streets, parking lots, sidewalks, etc.
